2005 J.A.M. Snowbelt Tournament Rules and
Regulations
Administration:
All rules established and published by USA
hockey and NYSAHA shall apply except as modified herein:
The constitution and by-laws established by the
Snowbelt Hockey League Inc. shall apply except as modified herein.
To maintain the integrity and the intent of USA
Hockey, the Zero Tolerance Policy will be in effect for all games.
A tournament director shall be appointed at each
tournament for each age division.
He/she shall be responsible for appointing a three (3) person
disciplinary committee at each location to handle major penalties. He/she will
insure that the Rules & Regulations set forth have been and are upheld.
He/she will keep track and report to the Snowbelt Scheduler each day game
results and standings for the tournament; therefore, determining a winner.
All Coaches
MUST present their Coaching Education Program Card (associate,
intermediate, or advanced) as they sign in for each game. Any coach that does
not present a valid/current level card will not be allowed on the bench.
All Players MUST
sign in prior to each game on an official roster. Teams must be prepared to take the ice at least thirty (30)
minutes prior to the scheduled start of each game.
Only coaches and players listed on the 1-T
roster will be allowed on the bench.
The format for the tournament shall be Round
Robin Play. If five (5) or less teams
exist, there shall be one (1) division.
If six (6) or more teams exist there shall be a minimum of two divisions,
with crossover (semi-final) games to determine the finalists.
Whenever possible, the home team (as selected by
the tournament director) shall wear white or light sweaters. The visiting team shall wear black or dark
colored sweaters.
Only regulation equipment, as established and
published by USA Hockey, shall be worn for all games. Mouth guards shall be worn by Pee Wee age players and above.
Point
Format:
All tournaments shall use the “Five (5) point
System” during Round Robin Play. Five
(5) points are awarded per game as follows: Two (2) points for a win, One (1)
point for a tie, and one (1) point for each period won. Half (1/2) points will be given for a period
that ends in a tie. Any team that
forfeits a game during tournament play, shall forfeit any remaining games
scheduled for the tournament.
Any teams receiving a bye can only receive a
maximum of four (4) points. Bye games
shall be considered a forfeit for determining points earned.
Round
Robin Tie Breaker:
Only games played will be used in determining
tie breakers. Ties shall be broken as
follows:
•Head to head game play between tied teams.
•Goal Differential: Total goals scored minus
goals allowed in round robin games
•Fewest penalties (minor & major only)
•Fewest goals allowed overall
•Most goals scored overall.
•Season Standings – highest seed continues
•Coin Toss.
Game
Play:
All games shall be played according to the
Snowbelt League By-Law 8.01 and 9.01.
Games shall be three (3) periods in length. Each period shall be twelve (12) minutes in
length. For Peewee and above, the
tournament director (host association) shall determine the period length up to
maximum of fifteen (15) minutes but not less than twelve (12).
Period Length:
Squirt – 12 minutes
PeeWee – 15 minutes
Bantam – 15 minutes
Midget – 15 minutes
Penalty Length:
For twelve (12) minute periods:
Minors = 1:30
Majors = 5:00
Misconducts
= 10:00
For Fifteen minute periods:
Minors =
2:00
Majors = 5:00
Misconducts
= 10:00
NOTE:
BY-LAW #6.05 WILL BE USED DURING ALL TOURNAMENT GAMES:
In accordance with the
Snowbelt By-Laws 6.05 all players shall receive equal ice time in each game
(except Goalkeepers, who may alternate games). Each Association shall monitor
and enforce this regulation with its' own team. Any team that violates this
rule will be subject to removal from tournament play.
Any player that receives a game misconduct
penalty for FIGHTING will result in that player being ejected for the remainder
of the tournament. Any coach or player receiving two game misconducts is
ejected for the remainder of the tournament.
A mercy rule will be in effect for all games,
except Semi-final and Championship games. If six (6) or more goals separate the
teams at the end of the second period or at any time during the third period,
running time will commence for the remainder of the game. Should the trailing team come within two (2)
goals, stop time will resume.
The ice shall be resurfaced prior to each
game. For the championship game only,
if time allows, the ice shall be resurfaced prior to the start of the game and
after the second (2) period.
Overtime:
If needed, overtime will be played in the
semi-finals and final only. When
overtime is played, it is “Sudden Death” (the team scoring the first goal
wins), and the game is over.
A maximum of two overtime periods (Squirts 6:00
- PW’s, Bantams and Midgets 10:00 each) will be played. The tournament host
association will determine one or two overtime periods based on ice
availability.
Shootout:
Prior to each semi-final and championship game,
the coach must supply a list of ten (10) shooters to the tournament director or
referee. Each shootout will be five (5) on five (5).The teams must use (5) five
different shooters until either team uses every player on the bench. After a
team depletes the bench, both teams can use shooters again until there is a
winner.
Officials
The host association’s Official scheduler will
be responsible for scheduling qualified for each level and U S A hockey
certified officials.
For all games, the host association will be
responsible for supplying a time keeper. The home team (first team listed on
the schedule) will be responsible for supplying penalty box operators and the
scorekeeper, unless the host
association is able to provide these.
The decision of the referee and the tournament
director (with the aid of the disciplinary committee) shall be FINAL!
No protest will be accepted against the official’s decision.
Official’s
call is final--- NO PROTESTS!
Zero
Tolerance Policy
In an effort to make ice hockey a more desirable
and rewarding experience for all participants, the USA Hockey Youth, Junior and
Senior Councils have instructed the Officiating Program to adhere to certain
points of emphasis relating to sportsmanship.
This campaign is designed to require all players, coaches, officials,
team officials, administrators and parents/spectators to maintain a
sportsmanlike and educational atmosphere before, during and after all USA
Hockey sanctioned games. Thus, the
following points of emphasis must be implemented by all On-Ice Referees and
Linesmen:
Players:
A minor penalty for unsportsmanlike conduct
(Zero Tolerance) shall be assessed whenever a player:
1.
Openly disputes or argues any decision by an official.
2. Uses
obscene or vulgar language at any time, including any swearing, even if it is
not directed at a particular person.
3.
Visually demonstrates any sign of dissatisfaction with an official’s
decision. Any time that a player
persists in any of these actions, they shall be assessed a misconduct
penalty. A game misconduct shall result
if the player continues such action.
Coaches:
A minor penalty for unsportsmanlike conduct
(Zero Tolerance) shall be assessed whenever a Coach:
1.
Openly disputes or argues any decision by an official.
2. Uses
obscene or vulgar language in a boisterous manner to anyone at any time.
3. Visually demonstrates any sign of
dissatisfaction with an official’s decision including standing on the boards or
standing in the bench doorway with the intent of inciting the officials,
players or spectators.
Any time that a coach persists in any of these
actions, they shall be assessed a game misconduct penalty.
Officials:
Officials are required to conduct themselves in
a businesslike, sportsmanlike, impartial and constructive manor at all
times. The actions of an official must
be above reproach. Actions such as
“baiting” or inciting players or coaches are strictly prohibited.
On-Ice officials are ambassadors of the game and
must always conduct themselves with this responsibility in mind.
Parents/Spectators:
The game will be stopped by on-ice officials when the Parents/Spectators displaying inappropriate and disruptive behavior interfere with other spectators or the game. The on-ice officials will identify violators to the coaches for the purpose of removing Parents/Spectators from the spectators viewing and game area. Once removed, play will resume. Lost time will not be replaced and violators may be subject to further disciplinary action by the local governing body, which could include forfeit of the game played by Parents/Spectators team. This inappropriate and disruptive behavior shall include, but not limited to:
•Use of obscene or vulgar language in a
boisterous manner to anyone at any time.
•Taunting of players, coaches, officials, or
other spectators by means of baiting, ridiculing, threat of physical violence
or physical violence.
•Throwing of any object in the spectators viewing area, player’s bench, penalty box or on the ice surface, directed in any manner as to create a safety hazard.
