Meeting called to order at 7:35 pm by President Susan Palmer - Everly.

Old Business
- Discussion was held on by-law #6.05 equal playing time. It was decided if someone has a complaint they should send a letter to the Snowbelt board. The disciplinary committee will look into it. The disciplinary committee will then make sure that the offending association knows that Snowbelt insists on equal playing time as per by-law #6.05. Further infractions will have a greater consequence.
- Much discussion was heal on by-law #2.01A. This by-law would read "If an association is entering more than one team at a level, the Snowbelt League Board of Directors has the right to review and/or deny entrance of multiple teams at that particular level". This by-law we introduced at the May 19, 2001 meeting. Motion passed 11-3
New Business
- Rome is interested in joining Snowbelt. They would be fielding a squirt, peewee, and a midget team. Motion was made to accept Rome into Snowbelt, seconded, passed unanimously.
- Discussion was held again, on by-law #2.07b. A motion was made to have by-law #2.07b read, A midget team can have no more than 25% of it's team be players who are high school or Tournament bound players. A high school or tournament bound player can not displace a true Snowbelt player. For example a team can not choose a High School or tournament bound player and exclude a Snowbelt (house) player. Motion passed 11-4
High School(HS) and tournament bound (TB) players must be identified on the team roster and all score sheets
- Tentative number of teams for each level are 21 Squirts, 16 Peewee, 17 Bantam, 14 Midget
- Much discussion was held on how to decide if an organization can put more than one team into Snowbelt without fielding an UNYHL team. It was decided to go on a case by case basis. See motions below.
- Motion made to allow Camillus to have two squirt and two peewee teams in Snowbelt for the 2001-2002 season. They have a squirt team at both UNYHL and Central Section. They have a peewee team at Central Section, but no UNYHL. Seconded. Passed unanimously
- Clinton would like to have two teams at each level (squirt, peewee, and bantam). Clinton does not wish to participate at the UNYHL level. They were asked to go back to their association and bring back more information.
- Motion made to allow Fulton to put their only Squirt team into Snowbelt. They are not fielding a Central Section team or UNYHL team., seconded and passed unanimously
- Motion was made to allow Lysander to have two peewee teams in Snowbelt. Lysander has a peewee team at both Central Section and UNYHL. They will have 5 returning players for their peewee teams, seconded and passed unanimously
- Motion was made to allow Salmon River to put their only Bantam team in Snowbelt. They only have 12 skaters. They will not be fielding an UNYHL or Central Section team, seconded and passed unanimously
- The following teams still need to get information from their associations, Auburn, Geneva, Ithaca, Skaneateles, Watertown and Whitestown. The remaining associations were only fielding one team per level, Cortland, Elmira, Midstate, Oswego, and Valley.
- Final number are due at the October 10th meeting.
- This seasons Divisions Directors will be:
- Squirts- Brad Stevens (Fulton)
- Peewee - Tony Gurdo (Clinton)
- Bantam - Tom Duffy (Midstate)
- Midgets - Bob Clark (Oswego)
- Disciplinary committee will consist of the Vice President, and the 4 Division Directors
- Elections: Susan Palmer-Everly has decided not to rerun for the position of President. A position she has held for many years. Susan nominates Walt Platt for President. Walt excepted the nomination, seconded. Secretary cast one vote as Walt ran unopposed.
- Kathy Clark was nominated for the position of Vice-President, seconded and passed unanimously. This is only a one year position to fill Walt Platt's vacated seat.
- Colleen Comartos was nominated for Secretary, seconded and passed unanimously
- It was recommended that we look into purchasing a tape recorder for the secretary to tape the meetings. Jim Reid will take care of this.
- Below is a list of associations interested in hosting the J.A.M. Tournaments for the 2001-2002 season:
- Squirts: Salmon River, Camillus, Cortland
- Peewee: Clinton, Camillus, Lysander
- Bantam: Lysander, Salmon River, Clinton
- Midget: Oswego
- CNY Storm (formerly Hamilton) was welcomed back into the Snowbelt association.
- Tentative roster due before the first game played. Signed rosters are due December 31, 2001. League games can start November 3rd. Final game date will be set at the next meeting.

Old Business
- Final Number of teams for each level is 20 Squirts, 20 Peewees, 15 Bantams, and 14 Midgets. Motion was made to allow Auburn have two squirt teams in Snowbelt. Auburn has a squirt team at Central Section. They will also have one peewee and one bantam in Snowbelt. Seconded and passed unanimously.
Motion was made to allow Clinton have two squirts and two peewees teams in Snowbelt. Clinton will also have one bantam and one midget team in Snowbelt. Seconded and approved.
Motion was made to allow Ithaca have two squirts and two peewees in Snowbelt. Ithaca has a squirt and peewee team at both the Central and UNYHL. Ithaca will also have one bantam and one midget in Snowbelt
Motion was made to allow Midstate to have three peewees and two midget teams in Snowbelt. Midstate has three teams in Central and one at UNYHL, they have one midget team in Central Section. Seconded and approved.
Motion was made to allow Oswego to enter two teams each of squirts, peewees, bantams and midgets. Oswego has one team each at the Central Section. Seconded and approved.
The following associations are fielding one team each per level- Geneva, Salmon River, Skaneateles, and Whitestown
- JAM tournaments will be held March 1-3, at the following associations:
- Squirts - Camillus and Cortland
- Peewees - Clinton and Lysander
- Bantams - SalmonRiver and Skaneateles
- Midgets - Oswego
- Interim rosters are due to Tanya Onori by Nov. 17th. Her address is 6 Sumner Street, Auburn, NY 13021. The roster must include name and players number, on a midget team a high school player must be noted on the roster by HS. Any team playing a league game that has not sent in this interim roster to Tanya, all games played are null and void.
- Scores from league games must be emailed to Tanya at etefonori@adelphia.net on Sundays by 10:00pm. This is the home team's responsibility. In addition, the WHITE game sheet must be mailed to Tanya within one week of the game
New Business
- President Walt Platt issued new copies of the By-Laws. It was suggested that each association place a copy in the referee's room.
- President Walt Platt proposed a change to Article 11 on the amendments. The Board member proposing the change shall provide each Board member with a written copy of the proposed change thirty days before it is to take effect.
- Recognition of Susan Palmer-Everly for her years of service to the Snowbelt League. Midstate made a motion to spend up to $300 on an engraved plaque and a dinner gift certificate. Seconded and approved.
- Jim Reid will be mailing out fees and dues
- Associations hosting this year's JAM tournaments need to have referee and ice cost to Jim Reid by November 30, 2001.
- Vice-President Kathy Clark handed out updated 2002 JAM rules and regulations.
- Much discussion was held on Watertown's participation in the Snowbelt league. Watertown has missed the last three meetings. President Walt Platt contacted the Watertown Snowbelt rep prior to the meeting; he assured Walt he would attend tonight's meeting. Watertown was not present at the meeting and will be unable to return to Snowbelt.

Old Business
- Missing Rosters: Tanya is still missing rosters from the following associations: Elmira, Geneva, Auburn, Rome. The rosters must be sent to Tanya by November 17. Any games played from that point on, teams without their rosters in, games will be an automatic forfeit.
- Discussion was ehld on the proposed amendment to the by-laws article 11.0. Midstate made a motion to delete paragraph 11.01-D, seconded and passed. See attached.
- Recognition of Susan Palmer-Everly. Walt Platt wil purchase the gift and be reimbursed from Snowbelt by Jim Reid
New Business
- Midgets Issue: Much discussion was brought up about a midget issue. Valley pulled their Midgets out of the Snowbelt the last week of October after they realized that they would not be able to field a snowbelt midget team, as the team consisted of more tournament bound players than house players. Scheduling for snowbelt games was done by the second week of October, with Valley pulling out of Snowbelt, it caused scheduling problems for all of the midget teams. Fulton also had a problem with having more High School players than true Snowbelt player on their Midget team. After much discussion it was decided to allow both Valley and Fulton allow their Midget teams to participate in the already scheduled games as pick-up games, and they will be ineligible to participate in the JAM tournament. Motion was made by Midstate to extend the Midgets season until February 24, 2002 to play any games that needed to be rescheduled due to the Valley and Fulton pulling out. Second and passed unanimously.
- Season Start: President Walt Platt proposed that an Association Representative make a proposal that defines the actual start of the season.
- Fees & Dues: Assocation fees will be $50.00, as well as Team dues will be $50.00. Motion was made to assess snowbelt fees to Fulton and Valley. Seconded and passed unanimously.
- Tournament fees: The cost of referees and ice time must be mailed to Jim Reid by December 12, 2001 for associations sponsoring division JAM tournaments. We will vote at the December meeting on the cost of team fees for the JAM tournament.

Meeting called to order at 7:35 pm by President Walt Platt
Motion moved to approve minutes from November 14, with correction. The hardship of the Geneva Bantams who didn't make the travel team, not UNYHL, as previously stated. Passed unanimously. Seconded and approved.

Old Business
- Signed Rosters: All associations must have signed roster to Tanya by Dec. 31, 2001.
- Tournament fees - Jim Reid has only received bills for the JAM tournament from the following associations.
Midgets - the bill for Oswego to host the Midgets is $5,370. Oswego is hosting all of the Midgets.
Bantams - Salmon River submitted an estimate of $3400, for hosting half of the Bantams. A bill was not received from Whitestown.
Peewees - A bill for Lysander to host half of the peewees is $5206.25. A bill for Clinton to host half of the peewees has not been received.
Squirts - Jim has only received a bill of referee cost from Cortland. Camillus has not submitted a bill.
All bills must include the following: referee, total ice time, & fee per team hosting (number of teams times $100 - figure out crossovers on icetime). Please fax ASAP to Jim at 315-492-9741.
- Start of the Season - Walt Platt will draft a by-law change. The start of the season will be set at the September Meeting. Any team withdrawing from the league after the start of the season, will be assessed Last Year's Tournament fees.
New Business
- Bantam High School Players - The following associations have a Bantam player is also on a High School team; Lysander (1 player), Salmon River (1 player), Midstate (4 players) and Valley (2 players). Motion was made to allow Lysander, Salmon River, Midstate & Valley to allow the High School players continue to play on Bantam Snowbelt teams. Seconded and passed with 10 in favor, 1 opposed.
- Midget League Championship - Geneva would like to Snowbelt reconsider have a League Champion based on a win percentage. Midstate made a motion to have a Midget League Champion. Seconded and passed with in favor and 3 opposed.
- JAM tournament rules - Kathy Clark will pass out an updated JAM tournament rules at the January meeting.
- Midstate Midgets - Midstate 1 has a total of 19 players, 10 of them are on their High School teams. This makes Midstate over the 25% rule. Motion made to allow Midstate Midgets, team 1, to continue to play their scheduled games but will not be in the tournament and not count in the standings. All games that Midstate plays are counted as nonleague games. Seconded and passed with 9 in favor and 3 opposed.
- Valley Bantam - Valley would like to allow Kristen Taylor, who plays on a girls 15 + Under team, to fill in on possibly 2/3 occasions when Valley's only snowbelt goalie has a conflict. Midstate made a motion to allow Kristen Taylor to fill in. Seconded and passed with 10 in favor and 2 opposed.

Motion moved to approve minutes from December 19, with correction. Ithaca should be listed as excused from the December meeting, not absent. Passed unanimously. Seconded and approved.

Old Business
- Tournament Fees: It was determined that there will be a cost of $525 per team. This will be a 4 game guarantee. Any division that does not have a 4 game guarantee, Snowbelt will subsidize the fee to offset the costs of those teams. All associations must have their tournament dues to Jim Reid in by February 15, 2002.
- JAM Tournament Rules - Final copy of the tournament rules was distributed. Motion made to accept the JAM rules as they are, seconded and passed unanimously.
- Rosters - Midstate Midget #2 there was a question to whether or not Mike Ottaway was playing on teh team, as he was hand written in and then crossed off the roster. On all of the Midstate rosters no coaches are listed. Cortland is also missing the coaches on their rosters. Motion made to allow Midstate and Cortland have their corrected rosters in by January 31, 2002 or they will forfeit games (rule 2.05). Seconded and passed unanimously.
- Bantam High School Players - Questions were raised if the four Bantam teams that were approved through the board, were in compliance with the 25% rule. According to Tanya Onori, each team comprises of no more that 25% of their players, who play both Snowbelt and at the high school level. Jay Peacock, head coach of the Fulton Bantam team, was present at last meeting. He respectfully asked the Board to allow his team to NOT participate in the JAM tournament but will participate in the rest of the regular season games. He argued that fact that there are four teams with high school players on the bantam Snowbelt teams, and he was unable to do the same according to league rules. Fulton made a motion to allow the Fulton Bantam team to pull out of the tournament without a penalty fee. Camillus seconded. Motion failed 4 in favor, 10 opposed.
- Midget High School Player - There was a question if Matt Rosa was still playing on his High School team, if so Rome would be over the 25% rule. Matt Rosa is ineligible for his HS team for academic reasons.
- Snowbelt Logo - It was decided that any active snowbelt player was allowed to design a logo. However more details will be held over until the September meeting.
New Business
- Letter draw for the Midget Tournament - Skaneateles- J, Geneve - G, Oswego#1 - E, Midstate#2 - F, Clinton - I, Ithace - K, Camillus #1 - B, Oswego #2 - D, Rome - A, Whitestown - H.
- Midstate Player Movement - Midstate asked for a hardship to allow Robbie Hicks to play on the Midstate Peewee #3 team. Robbie previously played on a tier II team, as his father was coaching this team. It was clear to the tier II team that Robbie was playing at a level more advanced than he was. Motion made to allow Robbie to play on Midstate #3 team. Seconded and passed unanimously.
- Team Directories - handed out at the meeting. Correction - Elmira Bantam head coach is Larry Taylor, not James Bruce
- Whitestown Bantam team had a game scheduled at Oswego for 12:30pm on December 23, 2001; Whitestown showed up at 2:30 and received a forfeit. Whitestown had a game scheduled for 2:30 on Saturday, December 29, 2001 with Auburn, this was confirmed by both parties day and time. Auburn showed up on Sunday, not Saturday. Whitestown wanted Auburn to receive the forfeit, not Whitestown. Tanya will make any necessary corrections.

Motion moved to approve minutes from January 16, 2002. Seconded and passed
Treasurer's Report - Tournament fees need to be deducted liabilities from the following associations: Lysander - $1575 and Salmon River - $1050. Total accounts received should read as $9450, total assets $40, 620.60, total Balance's $7,772.35. Motion to accept was made. Seconded and approved.
Old Business
- Associations and Tournament fee update - Discussion was held during the Treasurer's report on Salmon River and Lysander.
- JAM Tournament Rules - see attached.
- Certified Coaches - Auburn has associate coaches at the peewee and bantam level not listed on the roster. They must submit a roster with all certified coaches on it, in order for coaches to be behind the bench during the JAM tournament. Rome Midgets have Midget coaches who are not certified, they must find a coach certified at the intermediate level, to participate in the JAM tournament.
- Midstate 2 Game - Midstate made a motion to have Game #13 between Midstate 1 and 2 played on Thursday night February 28, this would elevate Midstate parents of driving to Clinton for a 6:00am game on Friday. Seconded and defeated. 2 for and 11 opposed.
New Business
- Valley Bantam - Motion made to withdraw Mr. O'Rourke's original motion from December 19, 2001, to withdraw Dan Hartnett from a High School player. Seconded and passed, 13 in favor and 1 opposed.
- Snowbelt Division Winners - Squirts - Ithaca #1, Peewees - Lysander #2, Bantam - Oswego
- Lysander PeeWee issue - Lysander 2 had a game against Camillus 2 on January 18th, a player, Keith Perrigo, received roughing penalty with under 10 minutes left in the third period and referee tossed him out for the remainder of the game. The next day Camillus played again at Lysander and say that Keith was playing in a Snowbelt game. The Camillus coach believed that the player got a game misconduct. The Lysander coaches did ask the referee, after the game, if the player needed to sit a game, and he said no, he is just needed to sit the remainder of this game. On Saturday, a Camillus coach about not sitting the player a game approached the Lysander coaches. The Lysander Snowbelt rep then called the President and Vice-President to find out how to remedy the situation. They both suggested on sitting the player the next league game. Keith Perrigo did sit on Sunday Jan. 20 against Midstate 3.
